Learn how to use an Article 78 proceeding to challenge an unfavorable action by DHCR (Division of Housing and Community Renewal) or HPD (Housing Preservation & Development).
Hear from David Hershey-Webb, who specializes in DHCR related litigation and has won significant decisions in favor of tenants, about filing requirements, time deadlines, appropriate arguments and MORE. Understand what constitutes “arbitrary and capricious” actions by an agency and how to show that the decision was NOT supported by “substantial evidence.”
