Owners who are performing major capital improvement (MCI)
work need to be mindful of the Division of Housing and Community Renewal's (DHCR)
regulations, policies, and procedures from the outset of a project, starting
from the bidding process, and continuing through completion.
Decisions made early in the project, and even during the
project as the scope of work may change, often have an effect later when
approval for an MCI rent increase is being sought from the DHCR. A decision
that might seem practical from an owner's, contractor's or engineer's
perspective may lead to certain work being ineligible for a rent increase.
Owners who plan to seek an MCI rent increase must keep this in mind when
working with their contractors.
A panel of experts will discuss how to properly structure a
project from the outset to help avoid issues later. The seminar will also address
certain pitfalls to avoid during the initiation and completion of work, as well
as new MCI regulations relating to building violations and their impact on the
Community Housing Improvement Program,
